What does this measure?

The percentage of students considered proficient or advanced on the Pennsylvania System of School Assessment (PSSA) Grade 3 English Language Arts exam, reported for both the total student population and those students defined as "historically underperforming." Pennsylvania defines historically underperforming groups as students with disabilities, economically disadvantaged students, and English language learners.

Why is this important?

Early literacy skills are critical to a successful school experience. Third grade is considered an important milestone in a student's career in terms of reading proficiency and is correlated to whether a student will graduate high school. Proficiency among historically underperforming students can show whether districts and education policymakers have made progress in closing the achievement gap between traditionally underserved groups and other students.

How is our county performing?

In 2019, 58% of students in Berks County scored as proficient or advanced on the PSSA Grade 3 English Language Arts exam, up slightly from 57% in 2018. In contrast, 42% of historically underperforming students in Berks County passed the exam, also up slightly from 41% in 2018. Berks County's 2019 rate for all students and historically underperforming students was below the statewide rates of 62% and 46% respectively.

Among local school districts, Kutztown had the highest 2019 proficiency rate for historically underperforming students at 68%, followed by Wilson at 67%, Schuykill Valley at 65%, and Hamburg, 61%. When looking at all students, Kutztown also had the highest proficiency level (78%), followed by Schuykill Valley and Wilson (both 77%). Reading had the lowest proficiency rate for both groups, at 28% for historically underperforming students and 29% for all students. Reading also had the highest share of historically underperforming students at 98% of its third grade students tested.

Berks County's proficiency rate for both historically underperforming students and its students as a whole was lower than all the comparison counties, despite Berks' share of historically underperforming students being lower than Lehigh (63%) county. Proficiency for historically underperforming students in comparison counties ranged from 45% (in Lehigh) to 54% (in Montgomery), while proficiency for all students ranged from 60% (in Lehigh) to 74% (in Chester).
