Per Student Spending

What does this measure?

Total spending by public school districts, divided by total pupils.

Why is this important?

Higher spending for schools can mean better facilities, programs, and a greater range of opportunities available to students. It may also signal public support for education and a better paid, more experienced teaching workforce. However, studies have found higher spending does not necessarily lead to higher student achievement, given many other factors that contribute to student success, including socioeconomic and parental influences.

How is our county performing?

In 2016, Berks County school districts spent about $15,400 per student, about 10% less than the statewide level of $17,000. The county rate represented a 39% increase since 2000, compared to a 45% increase at the statewide level.

Spending in 2016 was highest in the Antietam School District, at $25,100 per student, up 126% from 2000, followed by the Kutztown district, at $22,100. Per-student spending was lowest in the Reading district, at $11,700.

Among surrounding counties, 2016 per-student spending was higher than Berks in Chester ($21,400), Montgomery ($20,000), Schuylkill ($16,000) and Lehigh ($15,600). Lancaster was similar to Berks and only Lebanon spent less, at $13,800 per student. Since 2000, per-student spending increased more than Berks in Chester (53%), Schuylkill (51%) and Lancaster (43%). Montgomery and Lehigh were similar to Berks, and Lebanon was slightly lower, at 35%.

Figures are from the Pennsylvania Department of Education and have been adjusted to 2015 dollars. Per pupil expenditures are calculated by dividing a district's operating costs by its average enrollment across the school year.
